I don't think that most kids that age have permission from their parents to drink. The most likely scenario is that they stole the alcohol from either their parents or another of age family member. But when I point out the complete failure of the negotiating , diplomacy on a global scale with Iran the other side just ignores it or changes the subject when it is the single most important issue of our time in the immediate future.
